Retaining walls and fences in Moreton Bay: what to check before building

A retaining wall may look straightforward, but adding a fence, building near a boundary or working close to council infrastructure can change both the structural design and the approval pathway.
Considering the wall height, fence, drainage, nearby structures and council assets before excavation begins can reduce avoidable redesign, approval delays and costly changes during construction. This guide explains the main matters homeowners, builders and landscapers should check in Bellmere, Caboolture, Morayfield and surrounding Moreton Bay suburbs.

Start with the wall height — but do not stop there
The City of Moreton Bay advises that a retaining wall more than one metre high requires building approval. A wall of one metre or less may still need approval when:
• it is within 1.5 metres of a building or another retaining wall;
• a driveway, building footing or other surcharge load affects the wall;
• it forms part of a swimming-pool barrier; or
• a fence is installed above it and the combined height exceeds two metres above natural ground.
Height should therefore be considered together with the wall's surroundings and intended use. A wall should not automatically be treated as minor work simply because its retained height is close to one metre.
A fence changes the structural design
A fence above a retaining wall adds more than its own weight. Wind acting on the fence creates horizontal forces and overturning effects that can be transferred through the fence posts into the wall and its footing.
The retaining wall and fence support should be considered as one coordinated structural system—not as two unrelated products.
This is particularly important for solid fencing, taller fences, exposed sites, long fence runs and fences connected directly to sleeper posts or wall footings. The design depends on the fence type and height, wind classification, terrain and shielding, post arrangement, wall geometry, soil conditions and available footing space.
Check whether the combined height triggers a siting variation
City guidance states that when a retaining wall—or the combined wall and fence—exceeds two metres above natural ground and is within 1.5 metres of a side or rear boundary, or within 6.0 metres of a road boundary, a Queensland Development Code MP 1.2 siting variation (Concurrence Agency Referral) must be lodged through the building certifier.
This is why the fence height and position should be confirmed before the retaining wall is designed. Adding a fence later may change both loading and approval requirements.
Surcharge loads can control the design
Retaining walls do not resist soil pressure alone. Driveways, vehicles, house or shed footings, pools, sloping ground, stored materials and other retaining walls can all increase the force applied to the wall. These loads may change the required post size, footing depth, reinforcement or wall type.
Drainage is part of the retaining-wall solution
Water behind a wall can increase pressure, soften founding material and contribute to movement. A coordinated design should consider free-draining backfill, subsoil drainage, filter fabric, surface-water management, lawful outlets and protection from sediment blockage.
City guidance also requires the complete installation—including footings, sub-drainage and sump drainage—to remain within the property boundary.
Check council and utility infrastructure early
Queensland Development Code MP 1.4 addresses building work over or near relevant infrastructure such as sewers, water mains, stormwater drains and combined sanitary drains. It may apply when relevant infrastructure is within the property, an adjoining property, an adjacent road reserve or a registered easement.
The type of work, footing arrangement, distance from the asset and its zone of influence all matter. Checking asset information early allows the alignment and footing system to be developed around access, maintenance and asset-protection requirements.
Keep the complete structure inside the property
The visible face of a wall is not its full footprint. Footings, posts, drainage aggregate, pipes and outlets may extend behind or below it. Where the boundary is uncertain or the wall is close to it, an identification survey by a registered cadastral surveyor can help prevent encroachment and future disputes.

A useful starting package commonly includes:
• a site survey showing boundaries, levels and relevant services;
• the proposed wall alignment, retained heights and finished levels;
• the fence type, height and post arrangement;
• nearby buildings, driveways, pools, slopes and other walls;
• site photographs and any geotechnical information;
• council or utility asset information; and
• the building certifier's advice about the approval pathway.
