Existing-building assessment
Review of available records and measured inspection of accessible structural framing, connections, supports and foundations.
Calculations and documentation
Structural calculations, measured or as-constructed drawings and engineering specifications where the available evidence provides a defensible engineering basis.
Rectification and strengthening
Strengthening and rectification design for inadequate, damaged, altered or undocumented structural components.
Design certification
Form 15 design certification for structural designs or specifications prepared or adequately reviewed by Elite, where applicable to the agreed scope.
Aspect inspections
Defined structural aspect inspections where Elite is properly appointed and the observed work and available evidence support certification of the inspected aspect.
Construction support
Construction clarifications and staged inspections for documented strengthening or rectification work where included in the agreed scope.

Approval and certifier records
Decision notices, approved plans, inspection requirements, council correspondence and the specific structural aspects requiring engineering input.

Certification documents have different functions.
Form 15 — design or specification
Form 15 is the approved compliance certificate for a building design or specification. Elite may issue it for the nominated structural design or specification where Elite has prepared or adequately reviewed the relevant engineering and is satisfied that the certificate is justified.
Form 12 — aspect inspection
Form 12 is the approved Aspect Inspection Certificate for an appointed competent person. Elite may issue it for a defined structural aspect that Elite has been appointed to inspect where the inspection and available evidence support the stated result.
Form 16 — inspection stage
Form 16 is the approved Inspection Certificate for an inspection stage. Who may sign it depends on the building class, inspection stage and statutory appointment requirements. For single detached Class 1a buildings and relevant Class 10 buildings or structures, an appointed competent person provides Form 12 for inspected aspects, while the building certifier signs the stage certificate and personally inspects the final stage as required by the Building Regulation 2021.
Building-certification pathway
The private building certifier remains responsible for the building-certification functions within their engagement. Elite provides engineering assessment, design, documentation and inspection certification only for the agreed structural scope and applicable appointment.
Elite issues a certificate only where the approval basis, appointment, inspection scope and technical evidence support that certificate.

Site inspections are arranged where required by the confirmed engineering scope. Available drawings, photographs, site information and the certifier’s requirements are reviewed before attendance so the required measurements and investigations can be identified in advance.
